The University Baptist Church (UBC), at the corner of University Avenue SE and 13th Avenue SE, announces the installation of four raingardens to help improve water quality.
Residents of the Marcy Holmes Neighborhood are invited to celebrate with Partners and members of UBC at the Garden Dedication on Sunday Sept. 19, 2021 at 11:30, as well as to participate in a Garden Tour on Sunday, October 17 at noon.
Raingardens have a variety of benefits including slowing stormwater runoff and increasing infiltration, improving habitat for pollinators, and decreasing sediment and phosphorus, which are pollutants to streams, lakes, and rivers. An estimated 133,000 gallons will be filtered annually.
Funded by an Action Grant from the Mississippi Watershed Management Organization and a Good Steward Grant from Hennepin County, the raingarden installation brings together six local partner organizations, which have agreed to receive stormwater education. Partners include the following: University Lutheran Church of Hope, First Congregational UCC, St. Lawrence Catholic Church and Newman Center, the Marcy-Holmes Neighborhood Association, the Twin Cities Shape Note Singers, and Gaia Democratic School. This project was designed and installed by Metro Blooms, with planting by Helping Hand Companies.
A new state law includes a policy guiding property owners and renters in an orderly transition from the eviction moratorium, now that the State peacetime emergency preventing property owners from evicting residents for not paying rent has ended.
The policy requires a property owner or manager who intends on filing an eviction for non-payment of rent to provide a written notice to their renter, along with information about rental assistance, 15 days before filing an eviction proceeding with the courts between now and Oct. 12.
This law also prohibits a property owner or manager from evicting a renter if the renter has a pending application for COVID-19 emergency rental assistance at the state or local level until June 1, 2022. The renter must be able to prove that they’ve applied for rental assistance. Renters may apply for COVID-19 emergency rental assistance at renthelpmn.org.

The Early Vote Center at 980 E. Hennepin Ave opens at 8 a.m. Sept. 17 for voters who wish to cast their ballot early and in person. Also Sept. 17, Minneapolis Elections & Voter Services begins mailing ballots to voters who have requested to vote early by mail. Learn more on the City website about how to vote early this year.
What’s on the ballot?
The mayor, City Council, Board of Estimate and Taxation, Minneapolis Park Board district and at-large seats, and amendments to the City Charter will be on the ballot this year. A sample ballot is available 45 days before the election and is an excellent resource for preparing to vote. See your sample ballot on the City website.
Due to the timing of State and City redistricting, City Council members elected in 2021 will serve a two-year term. In 2023 an election will be held for another two-year term for council members. No other City offices will be on the 2023 ballot. City Council terms will return to a normal four-year cycle with the 2025 municipal election.
This election uses ranked choice voting
Minneapolis voters will use ranked choice voting this fall to elect a mayor and members of the City Council, Board of Estimate and Taxation, and Park and Recreation Board. Ranked choice voting is a way of voting that eliminates the need for separate primary elections. Voters rank up to three candidates for each office. The ballot has three columns, and choices are made from left to right in those columns. Ranked choice voting in Minneapolis is used only for municipal elections.
The City of Minneapolis is planning changes to its Owner Occupied Rehab Programs and is asking for your feedback.
What we hope to achieve
The City recommends restructuring both the financing and operations of our Owner Occupied Rehab programs. Key highlights from our draft recommendations include:
• Creating a universal application process that serves households more quickly
• Focusing City investments on low- and moderate-income households
• Leveraging State dollars to increase funding available to eligible households
• Expanding our reach into communities through culturally competent, neighborhood-based intake centers

City staff are collecting early feedback through Tuesday, August 31 to inform the final staff recommendations to the City Council in late 2021. Revised Owner Occupied Rehab Programs are expected to be available for application in 2022.

The City invites community feedback on proposed changes (attached) to the Amended and Restated Unified Housing Policy. These changes seek to clarify the definitions between a multi-phased development project and a building site for which a building permit is issued, as they relate to the Inclusionary Zoning policy. The purpose of these changes is to make clear that Inclusionary Zoning requirements apply to each building in a multi-phase development. Inclusionary Zoning is intended to advance the City’s housing goals by ensuring that affordable housing is provided in new residential or mixed-use developments.

What's Coming Up
The 10th Ave Bridge will remain closed to all traffic including, vehicles, bikes, and pedestrians until fall 2021.
West River Parkway (roadway only) will be closed to motor vehicles through April 2021. The adjacent trail will remain open for bicyclists and pedestrians.
Work requires the use of heavy equipment that will increase noise, vibration, and dust

Now Hiring: Seasonal Environmental Programs Coordinator
The Marcy-Holmes Neighborhood Association (MHNA) is seeking a motivated Environmental Programs Coordinator to promote sustainability and environmental stewardship throughout the neighborhood with community initiatives designed to promote pollinator-friendly and native plantings, community gardens, green space, tree plantings, boulevard plantings, and organics recycling in the neighborhood.
This is a seasonal, part-time hourly position between 5-10 hours per week, last from April to mid-October. This position will work under the supervision of the MHNA Executive Director and Environmental Task Force Chairs.
Job Type: Part-time (10 hours per week), flexible schedule
Salary: $15-$17 per hour, depending on candidate qualifications and experience
Position Duties & Responsibilities
Outreach & Engagement (40%)
• Working with MHNA Executive Director, develop and implement creative methods to engage Marcy-Holmes residents, property owners and business owners in the neighborhood.
• Recruit MHNA members and volunteers for projects and events
• Operations and logistics management for events
Program Management (40%)
• Oversee, implement and report on various programs and projects of MHNA
• Assist with marketing and advertising MHNA programs, events and activities
Other Task as Assigned (20%)
• Miscellaneous tasks as assigned by MHNA Executive Director
• 1+ year of paid/volunteer experience with organizing and/or volunteer management
• Demonstrated ability to work with diverse groups of people
