Dinkytown Project

Land Use + Development Meeting - Agenda
Tuesday, September 10, 2019, 6:30 pm
University Lutheran Church of Hope | 601 13th Avenue SE
(in Fellowship Hall)

MHNA has invited CA Ventures and ESG Architects to present their ideas for a redevelopment project along 15th Avenue SE, between 4th and 5th Streets SE. This project would replace the sites currently occupied by McDonald's, Pagoda Restaurant, Himalayan, Five Guys, and Dinkytown Wine & Spirits with a new high-density mixed use tower.

The project team should provide updated imagery of the project in the days immediately preceding the meeting, but for now we can provide a recent staff report given to the City Planning Commission's Committee of the Whole on August 22, 2019. Report is available here.

We also encourage you to read a letter from the MHNA board of directors for this meeting of the Committee of the Whole. Letter available here.

There will be significant updates at this September 10th meeting, so we ask that you don't get too closely attached to the images you will see through the link we provided above. We provided this August report in the interest in giving background information on the project, and to give you a sense of the Land Use applications that will likely be proposed for this project. From page 2 of the report:

Based on staff’s preliminary review, the following land use applications have been identified:

  1. Comprehensive plan amendment from Corridor 6 to Transit 20
  2. Rezoning from C1 and C2 to C3A
  3. Conditional use permit to increase the maximum allowed height from 4 stories to 25 stories
  4. Variance to increase the maximum floor area ratio from 3.78 to 8.13
  5. Site plan review

Additional applications may be required, depending on the plans that the applicant formally submits.

Everyone is welcome to attend the Land Use + Development meeting on September 10th. All Marcy-Holmes Neighborhood Association meetings are open to the public. Please contact MHNA Executive Director, Chris Lautenschlager, if you have any questions or concerns:

MHNA has begun administering a survey about this project. This survey will be distributed at the next Open Streets event on Sunday, September 8th, at our Land Use + Development Committee meeting on Tuesday, September 10, through our social media channels and mailing list, and, of course, HERE.

If you would like to distribute this survey, please send use this link: http://tiny.cc/dinkytownproject

There will be an additional meeting in September about this development. This extended, multi-part meeting is meant to accommodate as many people as possible: students, Dinkytown business owners, renters, UMN employees and faculty, Marcy-Holmes residents and anyone else who can attend as their schedule allows.
